Here's guidelines for designing EA "modules":
PLANETS:
- don't give it a specific location, the GM using it has to be able to "drop" into whatever location in the Galaxy
- not too exotic settings (no sentient oceans or crystal forests)
- if there's a native race, don't make them "stick out" in any way: no incredible special abilities etc
- design a culture, an economy, politics etc... even if the place is "normal" and "average", don't let it seem like a movie set
NPCs:
- not too powerful, reserve kick-ass attributes to main characters
- give him/her/it an appearance, a background, a personality
- make the NPC serve some purpose... NPCs often needed are shopkeepers,fellow rebels, customs inspectors, businessmen / dealers etc..
VEHICLES:
- unique modified vehicles
- vehicles for every-day life (trucks, taxis etc)
